As a Project Manager for Public Sector Projects, you will: - Coordinate the implementation of software development projects won through public procurement procedures; - Ensure strict alignment between the project’s contractual obligations (as per SEAP/SICAP documentation) and actual execution; - Manage relationships with public institutions, keeping all parties aligned on deliverables, timelines, risks, and budget constraints; - Kick off new projects by aligning internal and external stakeholders (technical team, legal, client) around scope, deadlines, and procedural compliance; - Plan and track the full delivery lifecycle in line with public-sector constraints and requirements; - Understand and apply public procurement legislation relevant to project implementation; - Ensure deliverables are formally accepted and documented as per contract (e.g., PV-uri, rapoarte intermediare, recepții finale); - Monitor progress, anticipate risks, and proactively escalate issues to relevant stakeholders; - Manage internal resources and external dependencies to ensure delivery according to committed milestones; - Participate in reporting activities required by the contracting authority (e.g., monthly status updates, audit reports); - Collaborate with the finance and legal teams for documentation, payments, invoicing, and contract compliance; - Ensure the technical team understands project-specific legal constraints and quality thresholds; - Identify opportunities for additional value creation within the scope of the framework contracts; - Contribute to continuous improvement by documenting lessons learned and proposing changes to internal delivery methodologies for public-sector engagements. What about You? - Mandatory: Proven experience managing IT or software development projects funded through or awarded via public procurement (SEAP/SICAP, EU funding, etc.); - Strong understanding of public-sector delivery processes, constraints, and documentation flow; - Experience in managing multi-stakeholder environments with formal contractual structures; - Excellent planning, tracking, and reporting skills – including experience with project dashboards and formal deliverables; - Strong analytical thinking and attention to detail, especially in relation to contractual and financial requirements; - High resilience and calm in high-pressure environments; - Exceptional verbal and written communication in Romanian and English; - Ability to bridge communication between non-technical public sector stakeholders and technical delivery teams; - Comfortable working both independently and in cross-functional teams; - Strong knowledge of software delivery lifecycles (Agile, Hybrid, or Waterfall – depending on client’s requirements); - Budget tracking and financial reporting capabilities; - Familiarity with tools such as Jira, Confluence, MS Project, or similar – is a plus.
